A Community Event and presentation on the proposed update will be held on Wednesday, July 8th, 2026 from 5 to 7:00 pm. The project consultant GRAEF will join City of Neenah staff to engage the public and answer questions about the CORP update.

The City of Neenah is developing a Comprehensive Outdoor Recreation Plan (CORP) that will guide the City's parks, trails, open spaces, and recreational facilities and opportunities for the next five years and beyond. The plan will serve as a strategic document to support grant applications, inform capital improvement planning, and ensure that the City continues to meet the parks and recreational needs of its residents.
The City of Neenah maintains a diverse portfolio of parks, trails, and recreational amenities that contribute to the high quality of life for residents and visitors. The current CORP was adopted in January 2022 and is due for an update to reflect changing demographics, emerging trends, and evolving community priorities.
The City has developed this website to provide transparency in the update process. As the project progresses, please return to this site to find project updates, and provide feedback.
- Inventory and assess existing outdoor recreational facilities and programs
- Engage the public and stakeholders to identify needs and priorities
- Analyze demographic and recreational trends
- Develop goals, policies, and recommendations for future improvements
- Prioritize capital projects and identify funding strategies
- Ensure compliance with Wisconsin DNR requirements for grant eligibility
Project information is shared on the project website. The website is a tool for sharing project resources and documents, asking questions, and gathering stakeholder comments/feedback, and providing updates.
A community survey will be provided in Summer 2026. The survey asks community members what you think about the parks and recreation amenities in the City today, and what you'd like to see in the future.

Input from community stakeholders is gathered during these workshops to make sure the CORP reflects the community's values. The discussion will explore key issues, opportunities, and strengths of the community to address and build upon.
An Open House will be held to provide an opportunity for the public to learn about the project and share feedback.
Open House Date: July 8, 2026 from 5-7:00 pm at Memorial Park
A Task Force will be formed to review the CORP documents and help guide the project as it moves forward.

Spring 2026 - Summer 2026: Research & Data Gathering
Project team analyzes existing plans, reviews outdoor recreation supply inventory, and develops a needs assessment based upon updated demographic and physical characteristics.

Summer 2026-Fall 2026: Public Engagement
Project information is available online. Comprehensive Public Survey is conducted. Public Input workshops and stakeholder workshops are held.

Fall 2026: Draft Plan
The project team will update the project vision, goals, and actionable strategies; make policy, procedural and/or municipal code recommendations; create final document with supporting maps and graphics; and will prioritize an implementation plan with cost estimates.

Winter 2026: Final Plan
The project team will engage with the Task Force and Parks & Recreation Commission to review the proposed draft plan. Feedback will be considered and final edits will be incorporated into a final plan document.
